Adjusted Direct Cost Expense Budget is the original estimated spending plan, established as the approved expense budget, plus or minus any budgetary adjustments (EB or ET documents) processed for the account, excluding all capital equipment budget lines (Objects 82xx).
Capital equipment is not used in the formula as it may greatly skew the spending rate.
