The budget distributed by expense category as originally submitted or further negotiated with the agency, accepted by SPA and written up on the initial Notice of Grant/ Contract Award (NOGA) at the time the project begins or at the start of each continuation budget period.
Also known as the original budget, are the amounts initially awarded by the project sponsor, by agency expense category.
