Budget For Prior Encumbrances (Obligations)

In accordance with agency rules, funds were encumbered, set aside for a specific purpose, such as purchase of equipment, during the prior budget period but the goods or services were not received during that period (but are likely to be received and used during the current budget period). This legal obligation to pay a vendor for goods or services yet to be consumed for the project are included in the budget period report submitted to the agency and added to the current approved budget.
